Allplan Exchange does not update the layout elements when exporting to DWG format,
while the pdf export performs the update.

In your video,
when you switch to Layout Editor,
Graphic from 0:17 up to 0:21 is the same as within DWG file at the end. There is no fifth column.
Which file(s) did you call in Layout Element/Window?
Model, section or both?
Layout contains only the drawing file with the section in a layout window.
As in the options the automatic layout update is turned off,
the cyan box indicates that the model has changed and the content of the layout needs to be updated.
Witch should be occurred during layout output and export.
As you can see PDF export does its job but DWG export does not.

Have you tried resolving the settings with Hotline tools (cleanstd and cleanup)
Cleanstd will default your settings!

Allplan 2023-1 also slightly affected by this issue.
Although it updates the content of the layout element but not deletes the background box.
