I do the same as the attached image to create the curve dimensions, but why is the extension line not showing? Is there a reason why the function is stuck on the rock so I can't select it?

As far as I know this is not possible in the versions 2021 and older. The fact that the menu for extension lines is shown, but greyed out and it doesn't work, is still a mystery for me also. For what I saw from the new 2022 version this should be possible because the renewed the curved dimension function. Maybe you should take a look at this and see if it solves your problem.
