I tryied to reproduce this :
fresh updated to 2019-1 but i have no problems.
possible solutions:
- one of the hotline Tools ( Cleantup -> deleting zwstwzb.dat )
- reinstall the last Update again with Windows Admin rights

Deleting the zwstwzb.dat file solved the issue.
