I need to create some objects that should be either inserted via two spatial points and rotation - Lets call it spatial insertion.
or based on some predefined point axis. (similar to tendon tool).

And I would very much rather go with the first one.

Does Allplan go anywhere near such tool?
Since we can place bars along any path, I don't understand why Array object along any path is not possible?

If I go with second procedure:
Does Allpy provide any kind of 3D array function?

You wrote in PythonParts forum, so I assume that your question refers to PP scripts?
I don't know if I understood you well, but there is an example in PythonPartsScripts >> InteractorExamples >> Polyline3DInteractor. You can input multiple points and by doing so you can also set the angle.
