I want to try making a wireframe in VS. I just don't know where to start. Maybe someone has something similar and he would share or suggest where to start.

I'm not sure what do you mean by the "wireframe".
If you mean the whole side panel as the one you shown in your screenshot, you can use the palette design in VS to create one. check this post.
If you mean the picture, which was shown at the top of your screenshot. It is currently not possible to put a picture into side panel via VS.

As the SmartPart creates rebars, which I'm not familiar with, I would suggest you try the example in the library first. Examples folder can be found in the opening dialog from the Visual Scripting editor. (under Examples → Reinforcement)
