It is clear that per meter rebars cannot be upgraded to unique sets of rebars, but what bout the other direction? Is there a way to downgrade a normally placed sets of rebars into "per meter" rebars, furthermore multiple sets but same diameter into one big pile of "per meter" rebars?

Maybe this will help. At least in theory it should be possible to manipulate model via changes in IFC file.
"Per meter" reinforcement includes #1923= IFCPROPERTYSINGLEVALUE('Per meter',$,IFCBOOLEAN(.T.),$); (Per meter = True) and some other line
while "Normal set" not.
