Can anyone tell me how long it takes to get your productkey for installing Allplan 2016, already request a admin key but its taking a while ?

it looks as if the first admin Key request got lost.
i checked your account and activated you as admin. So after a relogin you should be able to see your companys licences and Product keys here:

Currently, I use Allplan 2013. Could I update from "Allplan 2013" to "Allplan 2016"?

You Need to buy an upgrade (or reauthorize your self as student on campus.allplan.com) to be able to use Allplan 2016.
If you have a licence for allplan 2016, you can use the upgrade procedure during the Allplan Installation.
