Close Allplan, open your Windows explorer and go in the "Allplan PRJ" folder and open the file "project.dat.xml" with Notepad.
Find your project in the list (use "<Name>" for the name of the project).
Below, you'll find also "<CountryId>". To use the project with the country "Germany", change the value to 1, like this "<CountryId>1</CountryId>".
Save and close the file.
Then, go in the project folder and find the file "project1.dat.xml".
Open it and do the same: change the "CountryId", like this: <CountryId>1</CountryId>.
Save and close the file.

Asistencia acaba de postear sobre el problema en el foro, dicen que además de los idiomas que necesites hay que dejar los que vienen por defecto, en España vienen por defecto inglés y español.
Como dice Bertrand, lo mejor es que les llames, el proceso de instalación no debería fallar.
